How To Read The Brisbane City Plan For Your Property in Brisbane, QLD
Luke Wiles
Your Brisbane property has a zone and a set of overlays sitting behind it in the planning system, and those two things decide what you can build, subdivide or add to your block. Most owners and buyers never look them up until they are already committed. A project consultant (someone who works for you, the owner, across the whole project) checks all of this before you spend anything on plans.
The Brisbane City Plan 2014 is the document that sets those rules, and it is searchable online through Council's own tools. Whether you're looking at a block in Browns Plains- Crestmead or Regents Park, the zone and overlay picture can look very different from one street to the next.
Purpose Property helps property owners and small-scale developers across Queensland work out what their site can deliver, and whether the numbers stack up, before they commit.
Here is how to read the Brisbane City Plan for your property, and what to do with what you find.
Key takeaways
- Your property's zone and overlays decide what you can build or add.
- Brisbane City Plan 2014 v37.00/2026 is searchable online through Council tools.
- A feasibility check finds the hurdles before you spend money on plans.
Why your property's zone and overlays matter more than you think
Most Brisbane property owners have a general sense of what their block is zoned, but few have read the codes that apply to it. That gap matters the moment you want to add a granny flat, build a second dwelling, or assess whether a block you're considering buying has any development pathway at all. The Brisbane City Plan 2014 is a legal planning document, and it determines whether your project needs a development application, whether it is code or impact assessable, and what design and site requirements apply.
Brisbane City Plan 2014 is now at version 37.00/2026, effective 18 September 2026. That version includes the citywide "More Homes, Sooner - Low-medium density residential design" amendment, which changed minimum lot sizes and building heights in the Low-medium density residential zone. If you last checked your property's planning status before 18 September 2026, some of those rules may have changed. Reading the plan through the live online tools is the only way to be sure you are looking at the current version.
How do I look up my property's zone and overlays in the Brisbane City Plan?
You look up your property's zone and overlays using Brisbane City Council's City Plan online tool, which gives you an interactive property report for any Brisbane address. The report shows the zone that applies to your land, any overlays mapped over it and the codes that set the requirements for your type of development. You can also use Development.i to search current and past development applications at your address and see what has been approved or refused nearby.
What a buyers agent specifically does for property owners and developers in Brisbane, QLD
Reading the plan tells you the rules. Understanding what those rules mean for your specific site, your budget and your timeline is where our project consulting services add the most value. Here is what a feasibility and logistics report covers for this kind of question:
- Zone and overlay identification: we pull the zone, all mapped overlays (flood, character, heritage, environmental significance, infrastructure) and the relevant codes from City Plan online.
- Development pathway check: we identify which pathways the site supports under the current plan version (v37.00/2026), and whether any work is accepted, code assessable or impact assessable.
- Overlay implications: we explain what each overlay means in practical terms, including how the flood overlay affects floor level requirements and how a character overlay affects what you can demolish or modify.
- Application assessment type: we flag whether a development application is needed, and whether it is likely to be code assessed (no public notification) or impact assessed (public notification and submissions).
- Development.i review: we check what has been approved and refused at nearby addresses, which gives context for how Council has applied the codes in your street.
- FloodWise Property Report: we order the technical flood report for the site, showing estimated flood levels for five annual exceedance probabilities, the minimum habitable floor level, and historic 2011 and 2022 levels where available.
How Does Purpose Property's Project Consulting Help You Read And Apply The Brisbane City Plan in Brisbane, QLD?
The City Plan tools are publicly available, but reading a property report and knowing what to do with it are two different things. Zone maps, overlay maps, codes and acceptable outcomes interact in ways that are not obvious on a first read. A Phase 1 feasibility and logistics report works through all of it for your site, so you know which pathways are worth pursuing before you spend anything on a town planner or draftsperson.
Step 1: Book a free strategy call
Get in touch with Purpose Property and we will work through your goals, your site address and what you are trying to achieve, so the Phase 1 report focuses on the right questions.
Step 2: Phase 1 feasibility and logistics report
We produce a report covering your site's zone, overlays, development pathways and the hurdles to achieve them, drawing on City Plan online, Development.i and the FloodWise Property Report. See our project consulting services for how the Phase 1 report works.
Step 3: Walk through the findings in a 45 minute consult
We walk through the report with you, explaining what each finding means for your site and what the practical next steps are for each pathway.
Step 4: Choose your pathway
Armed with a clear picture of what the site can and cannot deliver, you decide whether to develop, hold or sell, with a realistic view of the hurdles ahead.
Step 5: Build the team
If you go ahead, we source and review the town planner, surveyor, engineer, designer and builder your pathway needs, so you are not assembling a team from scratch.
Step 6: Coordinate through to completion
We track progress across all parts of the project, review key documents from an investor's perspective and keep every party aligned so you are not doing the heavy lifting yourself.

What happens when owners start a project without reading the City Plan first
The most expensive surprises in a Brisbane development project tend to share a common cause: the owner committed money before understanding what the plan allowed. A draftsperson is engaged, concept plans are drawn, and the application is lodged, only for Council to advise that the proposal is impact assessable, or that a flood overlay sets a minimum floor level that changes the whole design. At that point the sunk cost in plans makes it hard to walk away, even when the numbers no longer work.
The flood overlay is a common example. The FloodWise Property Report shows estimated flood levels at five annual exceedance probabilities: 0.2%, 1%, 2%, 5% and 20% annual chance. The minimum habitable floor level it sets can add significant cost to a build if the site sits in a mapped flood area. That is not a problem that shows up on a listing or at an open inspection. It shows up when you read the report. Starting a project without reading the City Plan is a bit like signing a building contract before seeing the plans. You might get what you expected. The surprises tend to be expensive.
"Most of the expensive surprises in a project can be found before you spend anything on plans. Check what the site can deliver and where the hurdles are, then decide whether to develop, hold or sell."

The Brisbane City Plan tools you need to know
Brisbane City Council provides four main online tools for reading the City Plan. Each one answers a different question about your property, and they work best used together.
- City Plan online: the primary planning tool. Enter your address and it returns your zone, all mapped overlays and links to the relevant codes and acceptable outcomes. This is where you confirm the zone (for example Low density residential, Low-medium density residential or Character residential) and identify every overlay that applies.
- Development.i: search current and past development applications by address, suburb, lot or map. You can view the full application documents, the Council decision and conditions, and set up alerts for new applications near your property. Checking Development.i for your street shows how Council has applied the codes in practice.
- RiskSMART: Council's fast-track pathway for low-risk, decision-ready applications. A Council-accredited RiskSMART consultant prepares and certifies the application. It is not available for all application types: your town planner confirms whether your project qualifies.
- FloodWise Property Report: a technical report for any Brisbane address showing estimated flood levels for 0.2%, 1%, 2%, 5% and 20% annual exceedance probabilities, the minimum habitable floor level, historic January 2011 and February 2022 levels where available, and the City Plan flood overlays that apply. This is a paid report ordered through Council's website. Never rely on the Flood Awareness Map alone for a development decision: the FloodWise report gives the level data the Awareness Map does not.
The development and renovation buyers we work with most often find that one of these tools answers the question they started with, and then raises two more. That is normal: the plan is a layered document, and each layer interacts with the others.
Frequently Asked Questions
What is the Brisbane City Plan and why does it matter for my property?
The Brisbane City Plan 2014 is the statutory planning document that controls what can be built, subdivided or changed on every property in Brisbane. It assigns your land a zone and maps any overlays over it, and those two things together set the rules for any development you want to carry out. The current version is v37.00/2026, effective 18 September 2026.
How do I find my property's zone in the Brisbane City Plan?
Go to Brisbane City Council's City Plan online tool, enter your address and it returns your zone and a link to the zone code. The zone tells you the primary land use intent for your block and sets the starting point for any assessment. If you are unsure what the zone means in practice, a town planner or a Phase 1 feasibility report can interpret it for your site.
What is the difference between code assessable and impact assessable development?
Code assessable development is assessed only against the planning scheme's benchmarks, with no public notification. Impact assessable development involves a broader assessment, including planning need, with public notification and a public submission period. Under the Planning Act 2016, code assessment is generally faster and more predictable; impact assessment adds time and uncertainty. Which category applies depends on your zone, your proposal and whether it meets the acceptable outcomes in the relevant codes.
What does the More Homes, Sooner amendment change for my property?
The More Homes, Sooner amendment, effective 18 September 2026, changed rules in the Low-medium density residential zone. Key changes include small lots from 120m2 outside Key Locations where design criteria are met, a minimum 400m2 lot for dual occupancy outside a Key Location and 600m2 within one, and lots down to 300m2 in the Low density residential zone within 300m walking distance of a shopping centre. If you last checked your property's planning status before that date, these figures may not apply yet.
What does the FloodWise Property Report show, and do I need it?
The FloodWise Property Report shows estimated flood levels at five annual exceedance probabilities (0.2%, 1%, 2%, 5% and 20% annual chance), the minimum habitable floor level for new construction, and historic January 2011 and February 2022 flood levels where available. If your site sits in a mapped flood overlay, this report tells you the floor level your design must meet, which can change your project's cost and feasibility. The simpler Flood Awareness Map shows risk categories but not the level data you need for a development decision.
What is the difference between a project consultant and a real estate agent?
A project consultant works for you, the owner, across the whole project. A real estate agent works for the vendor in a sale and is obliged to get the best result for the seller. When you are assessing what your site can deliver, you need someone on your side of the table, not someone whose interest is in the transaction.
Do I need a development application to add a granny flat in Brisbane?
Planning approval is needed only where the work is code assessable, for example under certain overlays such as a heritage or flood overlay. Building approval from a licensed certifier is always needed for a new granny flat. Brisbane's numeric secondary dwelling size limit is not published in a single verified figure: your town planner and the City Plan online tool confirm what applies to your specific block and zone.
Your Next Steps
Getting your Brisbane City Plan reading right matters before you spend a cent on plans, consultants or a development application. The zone is the starting point, but the overlays, the codes and the assessment pathway all affect what your project will cost, how long it takes and whether the numbers work at all.
